Can anyone give suggestions on how to remove. I have tried hot water and penetrating oil w/o success.

Have you tried cold water or putting it in the fridge/freezer for a short time?

Oh Mrs. Galilee, a previous answer: Never cold water, gradually move warm water over the main part of the bottle. Put a drop of oil (preferable cooking) where the stopper meets the decanter. Continue to pour the warm water.
The principal is that you warm up the air inside the decanter which releases the pressure allowing you to turn and remove the stopper. Be careful, wet hands and a decanter don’t really go together.
